A&D Project Delivery Administrator I/II-014114 Under the direction of Assigned Management this position executes the division's project and program delivery capability. This position provides the project teams, Senior Leadership Team and project sponsors information to meet goals and objectives. This position also ensures that operational issues are managed, focuses on the exchange with project leaders, project teams, technology teams, and the enterprise portfolio management team.This position enforces the delivery management strategy, including development of metrics, managing risks and issues, as well as reporting. This position contributes to and maintains a continuous process improvement culture and practices within the division. Essential Responsibilities/Accountabilities Level I: Partners with business and technical teams in establishing project teams and providing overall direction for the technology development components of projects from initiation through close-out. Manages project delivery through all phases from initiation through close-out. Defines, maintains, and coordinates the project communication plan. Tracks and resolves program/project risk and issues. Acts as liaison between client, project leaders and other involved in the assigned project. Manages the effort and tracks resources, metrics/variances to ensure project is on schedule. Leads and facilitates status calls and documents meeting minutes clearly and concisely to support project efficiency. Supports project leaders and other departments to ensure successful project and program implementations. Manages assigned resources to successfully deliver the division's projects and programs according to estimates and schedules. Manages scope and change control process and communication as needed. Supports definition and refinement of project scope, solution approach, and timelines. Support business strategy by implementing and executing internal project and program initiatives Establishes status call cadence, attendee list, and agenda. Prepares and distributes regular project and program status reports to leadership. Documents, maintains and manage program and project risks, issues, and action items. Establishes risk mitigation plans and drive issues and actions to completion. Escalates project and program-level risks/issues appropriately. Gathers required data from end-users to evaluate objectives, goals, and scope to create technical specifications. Holds Analytics & Data (A&D) project and program teams accountable for delivering defined scope on time in alignment with change management processes. Ensures A&D project and program teams meet the deliverables with defined scope on tie in alignment with change management processes. Analyze resource demand from project leaders. Acts as the technical lead to request and coordinates necessary resources within A&D based on the technology solution delivery needs. Coordinates and manages vendor relations and contract processes necessary to delivery project and program results. Partners with the enterprise portfolio management team Resources whenever necessary. Supports project leadership to identify potential process and methodology changes. Establishes and maintain effective interpersonal relationships with all levels of staff, other programs, agencies, members, providers and the general public. Serves as liaison to the business community, to ensure that the project and program sponsors' needs are fully understood by the project team. Communicates A&D delivery methods, interdependencies and needs to business stakeholders, the enterprise portfolio management team , and technology teams when necessary. Takes accountability for own actions and drives results. Delivers on promises, goals, and expectations. Makes quality decisions and resolves problems rapidly. Level II (in addition to Level I responsibilities): Performs project estimation, formulates project scope and delivery strategies, establishes milestones/schedules, maintains and reports project status, and monitors progress of all team members. Serves as liaison between departments in order to ensure that all targets and requirements are met. Keeps leadership informed of key issues that may impact project completion, interim milestones, or other results. Coordinates definition and refinement of project scope, solution approach, resource needs, and timelines. Identifies and acts on ways to more effectively utilize project and program resources to deliver needed scope on time. Manages and escalates project and program-level risks/issues appropriately. Proactively identifies project and program interdependencies, risks, issues, action items and barriers and assures appropriate mitigation processes. Ensures process and project metrics align to division goals. Participates in defining the project and portfolio management framework as needed. Partners with project leadership to identify potential process and methodology changes. Assists in evaluating business process solutions to make sure they are flexible enough to support incremental development, ongoing maintenance and future enhancements to the system architecture. Provides support to the Business in the analysis activities, requirements gathering, and solution development to ensure business capability integrity is adhered to. Mentors junior team members. Works with business and technical architects to explore and define how the proposed solutions will fit into the overall enterprise architecture. Minimum Qualifications NOTE: -We include multiple levels of classification differentiated by demonstrated knowledge, skills, and the ability to manage increasingly independent and/or complex assignments, broader responsibility, additional decision making, and in some cases, becoming a resource to others. In addition to using this differentiated approach to place new hires, it also provides guideposts for employee development and promotional opportunities. Level I: Bachelor's degree in an IT related discipline, Business Administration or related field with a minimum of three years of experience in a project management role or healthcare.In lieu of degree, a minimum of seven years working in a project management or healthcare role. Ability to facilitate groups with diverse perspectives and bring teams to consensus/alignment. Must possess good project management skills to lead teams indirectly to effectively juggle multiple priorities and deliver timely business results. Conflict resolution and problem-solving skills. Ability to facilitate meetings in different forums such as in-person meetings, phone meetings, or Skype. Ability to document clear meeting notes Ability to document and track risks, issues, and action items Clear and concise communication in both written and verbal form. Experience with delivery of business intelligence, advanced analytics, or data management projects strongly preferred. Ability to be diplomatic or firm when necessary in order to drive business forward to obtain results. Maintains a positive, achievement-oriented attitude. Demonstrates initiative and innovation in achieving results. Detail oriented and ability to work independently. Ability to prioritize and organize workload. Excellent planning and prioritization skills with the ability to multitask and adapt. Communicate in a clear, concise manner with all levels of the organization. Proficiency in MS Office applications, including Excel, Word, and PowerPoint. Proficiency in MS Project or other industry project management tool and MS One Note strongly preferred. Level II (in addition to Level I qualifications): Bachelor's degree in an IT related discipline , Business Administration or related field with a minimum of five years of experience in a project management role or healthcare. In lieu of degree, a minimum of nine years working in a project management or healthcare role Understands the company's business strategy, operating vision, business imperatives and capabilities, and how they define technology imperatives and business capabilities Demonstrated leadership skills. Demonstrated ability to manage cross-functional project and program teams. Demonstrated skills in forming and fostering high performance, cross-functional teams. Demonstrated understanding of data, analytic, or healthcare terminology and technology. Demonstrated mentoring skills.
