The Systems & Procedures Analyst position is located within one
of the STA528 facilities and is organizationally aligned to Network
2 Financial Operations. The incumbent is a member the team
responsible for maintaining the national Managerial Cost Accounting
(MCA) system. MCA is an executive information program and VA's

The System & Procedure & Analyst duties are as follows:
- Processes financial and clinical data in the DSS system for
STA528 sites and its community clinics.
- Assists in the accumulation, assembly and review of statistical
data for completeness and accuracy.
- Provides direct support to all local care/ service line
managers in accurately identifying appropriate costing for the
delivery of services by applying standard costing
- Maintains a tracking mechanism for a continuous flow of
information that is received from Headquarters, Network Office,
teleconferences and training providing guidance for current
processing, fiscal year conversion, and various package
- Prepares routine and special reports for management, the VISN,
and/or headquarters to assist in the identification of possible
improvements and optimization in product / service costs.
- Establishes reporting requirements and assumes follow-up
responsibility for routine and/or special studies and
- Researches, interprets, performs reconciliations, and verifies
data for accuracy and reports any discrepancies.

You may qualify based on your experience and/or education as
- Specialized Experience: You must have one year of specialized
experience equivalent to at least the next lower grade GS-09 in the
normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are
not limited to: Knowledge of STA528 Medical Center and
organizational structure, mission, functions, processes,
objectives, policies, funding sources, and their relationship to
the components and objectives of the MCA database, data reporting,
and analysis function. Knowledge of the concepts, theories,
techniques, principles and practices of government and cost
account, including auditing, budgeting and analysis of financial
statements and reports that are generated out of the MCA system.
Knowledge and understanding of all VA's accounting systems is
utilized to determine the appropriate ALBCC.
