Job Description:

WORK OBJECTIVEOversees the direction, planning, and organizational functions for NFTA's Surface Transportation Business Group, which include public transportation administration and operations; equipment and vehicle maintenance and procurement; and financial planning and administration. Work is performed with considerable independent judgment under broad administrative direction.ESSENTIAL FUNCTIONSThe list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Provides leadership to the operations, administration, planning development, marketing communications and business development functions of the Surface Transportation Business staff.
  • Provides coordination and leadership for the relations with all private and government organizations, agencies and individuals that are involved with or affected by NFTA's Surface Transportation Operations.
  • Directs overall Surface Transportation Business Center operations to ensure optimal mobility for the public via traditional and non-traditional transportation services.
  • Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the Authority's mission and priorities.
  • Plans, directs, and coordinates public transportation, and equipment maintenance services; develops comprehensive plans to meet future needs for services; develops and implements transportation capital improvement program.
  • Prepares and administers the budget for the Transportation Business Group, including financial planning and administration; secures revenue sources and acts to ensure the Authority's eligibility for, and receipt of, local, state and federal funding support.
  • Manages and directs the development, implementation and evaluation of plans, policies, and procedures relating to public transit and equipment maintenance activities to achieve annual goals, objectives and work standards; ensures that policies are administered equitably.
  • Promotes good communication and improves service to benefit transportation system users.
  • Plans, organizes, directs, and evaluates the performance of managers and their assigned staff as well as mentors for improvement and development.
  • Monitors relevant industry developments, evaluates their impact on operations, and implements policy and procedure improvements.
  • Evaluates and provides analysis on legislation affecting transportation funding and regulatory compliance and ensures compliance of regulatory requirements and presents the Authority's position before appropriate legislative and administrative bodies.
  • Establishes performance requirements and personal development goals; takes disciplinary action to address performance deficiencies.
  • Provides leadership and works with managers to develop and retain highly competent staff through selection, compensation, training and management practices which support the Authority's mission and values.
  • Advises the Board of Commissioners, governmental agencies, regulatory boards and various public groups on proposed projects and improvements.
  • Participates in transportation industry organizations and on internal and external committees, boards, and task forces, as appropriate.KNOWLEDGE, SKILLS, and ABILITIESKnowledge of the principles, techniques, and practices of managing a municipal transportation system. Knowledge of transportation route design and deployment. Knowledge of hazard and safety procedures relative to transportation operations. Knowledge of federal, state and local regulations governing the operation of a transportation system. Knowledge of budget preparation and control. Knowledge of principles of management, supervision and training. Knowledge of employee relations including grievance procedures and contract interpretation and administration. Knowledge of Authority administrative rules and regulations affecting operations and personnel matters. Ability to develop and assess strategic goals, to evaluate service needs and make recommendations for new or improved services. Ability to develop and implement effective surface transportation plans that are responsive to the changing needs of the community. Ability to plan, direct, and integrate broad, comprehensive transportation system services and vehicle maintenance services. Ability to analyze complex issues, evaluates alternative solutions, develop sound conclusions, and recommend and implement a course of action. Ability to generate support from the senior management team and the Board of Commissioners and to develop a consensus for implementation of strategic operating plans. Ability to identify current and future program needs and facility plans for surface transportation development that will optimize mobility and foster economic growth within the community. Ability to implement development and improvement plans for surface transportation consistent with the Authority's Mission Statement. Ability to present proposals and recommendations clearly and logically in public meetings. Ability to develop and evaluate management practices and procedures. Ability to provide for optimum utilization of personnel by delegating authority within appropriate limitations in order to maximize efficiency of service operations and programs. Ability to exercise sound, expert, independent judgment within general policy guidelines. Ability to understand the applicability of existing federal and state laws and regulations and to keep abreast of current developments in legislation and trends. Ability to establish and maintain effective working relationships with department heads, staff, private and community organizations, and others encountered in the course of work. Ability to communicate effectively orally and in writing.A Bachelor's degree in Business Administration, Transportation, Engineering or a related field, and ten (10) years of increasingly responsible professional executive transportation experience, with the demonstrated ability to strategically plan and implement operation, maintenance and business development programs.The Niagara Frontier Transportation Authority is an Equal Opportunity EmployerAll people with disabilities are encouraged to apply
