*MINIMUM QUALIFICATIONS*: A. Graduation from high school or
possession of a high school equivalency diploma, AND B. Graduation
from a regionally accredited or NYS registered college or
university with an Bachelor of Science in Nursing degree or Masters
preferred, AND C. Two (2) to five (5) years experience as a nursing
leader in area assigned with experience in direct clinical
supervision. Previous Behavioral Health experience of at least 1
year preferred
*SPECIAL REQUIREMENT:* A. Current BLS, ACLS, PALS and NRP
certification, AND B. Licensed to practice as a Registered
Professional Nurse under the laws of New York State, C. CEN
Preferred or must be obtained within one year of appointment, D.
PMCS (Preventing and Managing Crisis Situations) training or
complete within 6 months of hire and E. ANCC Psychiatric Nursing
Certification preferred.
*PERSONAL QUALIFICATIONS:* A. Administrative or supervisory
experience in emergency service line. B. Ability to plan, organize,
work indpendently, and manage multiple services/projects. C.
Current knowledge of business/management principles and processess.
D. Ability to use technology to review statistics, collect data,
and interpret significant findings. E. Excellent oral and written
communication skills, inclding presentation skills
*PRIMARY FUNCTION:* The Director of Emergency Services (ED) is
responsible for the management of the registered nurses, licensed
practical nurses, medical surgical aides, and clerical support in
the ED. The Director of Emergency Services collaborates with
nursing leadership, physicians, and ancillary departments
implementing and evaluation services, programs and activities with
the goal of continuous performance improvement. The Director is
responsible for the day-to-day operations and professional nursing
practice of the Emergency Department. The Director is responsible
for hiring and firing of nursing personnel, periodic employee
evaluations, orientation of new employees, marketing of services
and performance improvement activities. The Director is responsible
for the cost center budget assigned to this department. The
Director will play a role in leading the team towards achieving a
Rural Stroke Designation by ensuring the unit meets the highest
standards of care and efficiency. The Directory will provide
physical management of patients, including patients in crisis
situations as necessary.
*WORKING CONDITIONS*: Works flextime as department requires. May be
required to work as staff nurse if unable to cover shifts. Performs
professional nursing management on a 24-hour basis.
*RESPONSIBLITIES*:
-Analyze, develop and maintain an effective and efficient nursing
delivery model that reflects patient and family needs, ultimately
achieving desired outcomes
-Participates in nursing organization policy formation and decision
making
-Serves as an agent of change, assisting leaders and team members
in understating the importance, necessity impact and process
change
-Achieves financial and operational benchmarks by developing
capital and operational budgets and monitoring all operational
expenses
-Evaluates the environment and makes recommendations to ensure
optimal patient comfort, safety, and compliance with various
standards of care regulatory governing bodies, DOH, JACHO,
Infection control, and risk management
-Provide day-to-day operational service as assigned within the
Emergency Department.
-Establishes a good working relationship with all staff within the
Emergency and Nursing Services Department.
- Participates in Emergency Preparedness.
- Critically evaluates reported research for applicability of
findings to practice.
- Oversees the quality assurance component of occupational and
employee health, safety and Emergency department programs.
- Effectively and appropriately manages the human resources of the
Emergency Department.
- Serve on assigned hospital and outside committees as
assigned.
- Maintains clinical competence in providing nursing care to all
patients regardless of setting.
- Acts as a nursing resource for all nursing units.
- Attends inservice educational programs yearly. Ensures overall
functioning of the Emergency Department in collaboration with WCCHS
managers including but not limited to practices of safety,
infection control, maintenance of adequate supplies and a positive
working relationship with other departments within the facilitiy.
Maintains active membership in Safety Committee.
- Facilitates a two way flow of information between nursing
services personnel and the Chief Nursing Officer.
- Maintains direct patient contact and involvement in patient care
in all areas of the hospital.
- Maintains responsibility for the investigation process of the
quality/risk issues in the Emergency Department.
- Organizes Emergency Department structure and plans, directs, and
supervises the Nursing Services Department as required in
collaboration with nursing leadership.
