Branch Network Risk Operations Manager

Job Description:

Overview: Participates in the strategic development and risk management for the branch network within assigned Division. Coordinates and oversees activities to identify, assess and oversee all channel risks offered through the Retail branch network. Facilitates establishment of business-line specific policies, procedures and limits, in accordance with the M & T Bank Risk Appetite Statement and regulatory requirements. Escalates risk-related matters to the BRO (Business Risk Officer), Division management and centralized Risk Management. Works in concert with both Retail branch leadership and business partners to create a better experience for both customers and employees, while also managing operational and reputation risk items. Primary Responsibilities: - Responsible for Channel Risk oversight for assigned Division business lines and channels, including but not limited to, Financial Risk, Operational Risk, Regulatory Risk, Reputational Risk, etc. - Track, report and communicate Channel Risks to the Business Risk Officer and business line leadership to ensure their awareness of significant issues, including channels outside the purview of assigned Division, but affecting Divisions customers. - Support Corporate Compliance initiatives; seek approval for exceptions and incorporate ongoing changes within the Corporate Compliance program into business processes within assigned channels. - Partner with business line leadership to ensure policies and procedures for assigned channels are properly documented and updated to remain compliant with any new or modified regulations. - Collaborate with business line leadership and Division management to identify, assess, monitor and control Channel Risk throughout the Division. Work with business partners in other areas to understand, assess and mitigate shared channel risks to acceptable levels. - Work with business line leadership to limit reputational and customer relationship risk while balancing the need for key decision making to mitigate or eliminate risk; ensure balance is maintained between control monitoring and good business judgment. - Collaborate with business line leadership to support compliance with regulatory issues and track violations to ensure transparency. - In partnership with business leadership, lead efforts to track, respond and resolve all findings raised by the Second or Third Lines of Defense (Internal Audit, Corporate Compliance, etc.) impacting assigned channels. - Review new or enhanced channels or markets to understand, assess and mitigate risk to acceptable levels. - Assist in developing channel-specific training for assigned Division and monitor completion of Bank-wide Compliance Training by Division personnel. - Work with business line leadership and Testing & Analytics to develop and execute First Line of Defense testing for key Divisional controls; implement strategies for continuous monitoring and improvement of Division-owned controls. - As required by assigned Division and channels, provide oversight for all AML/BSA related activities conducted, including customer remediation and refresh activities. - Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations. - Understand and adhere to the Companys risk and regulatory standards, policies and controls in accordance with the Companys Risk Appetite. Design, implement, maintain and enhance internal controls to mitigate risk on an ongoing basis. Identify risk-related issues needing escalation to management. - Promote an environment that supports diversity and reflects the M & T Bank brand. - Maintain M & T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable. - Complete other related duties as assigned. Scope of Responsibilities: This position is responsible for all branch risk functions for an assigned Division. As such, the position must collaborate with business partners on branch risk management, including, but not limited to, compliance and regulatory issues. The position also communications with senior management on all matters of significance related to branch risk management in assigned Division. Responsible for thinking differently and strategically on how to both manage risk, while creating a simplified and streamlined experience for our customers and employees. Supervisory/ Managerial Responsibilities: No. of Staff: 45, including manager level employees (6-8 direct reports) Education and Experience Required: Bachelors degree and a minimum of 10 years financial services risk management and/or business management experience, or in lieu of a degree, a combined minimum of 14 years higher education and/or work experience, including a minimum of 10 years financial services risk management and/or business management experience. Strong verbal and written communication skills. Strong cross-functional collaboration skills. Ability to communicate concepts and theories and develop alternative recommendations. Strong presentation skills. Ability to maintain strong working relationships with senior management as well as business partners within and outside of the Bank. Ability to travel once/month Education and Experience Preferred: Masters degree or MBA. Advanced knowledge of risk analytics including the development, implementation and use of relevant decision technologies within an operational and regulatory compliant framework.
