Job_Description Position Title: Executive Director of Finance Union: AAECC Job Group: 15 Distinguishing_Features_Of_The_Class The work involves planning, directing and evaluating the financial reporting and analysis, budget management, general accounting, and fiscal outflow operations of SUNY Erie. Responsibilities include preparation, formulation, and maintenance of financial accounts in relation to the operating, capital and grant budgets. The incumbent is responsible for the formulation of college policies and procedures on financial operations, leases, financial/accounting systems, financial internal controls, and internal/external auditing. The position supervises/manages the following department functions and personnel: budget development and management, grants management and compliance, financial reporting, banking/cash management, monthly closing and cost allocations, accounts payable, and general accounting. The incumbent reports to and acts as a responsible financial partner to the Executive Vice President of Administration and Finance. Performs related work as assigned by the EVPAF . Typical_Work_Activities * Develop and maintain institutional accounting systems and functions including accounts payable, fixed assets, reconciliations, general ledger, grants financial management, capital asset financial management, and all internal and external financial reporting systems. * Evaluates and coordinates financial systems and transactions of the College to ensure compliance with regulatory and institutional requirements as well as its mission as they relate to transparency, budgets, policies, procedures, and best practices; * Supervises and participates in the preparation of a variety of periodic and special financial reports, including federal, state, and county mandated reports. * Develop, maintain, and retain financial records in compliance with IRS , SUNY , NYS , and federal regulations as well as funder guidelines and Government Accounting Standards Board ( GASB ) requirements. * Monitor budgets to identify issues; work with program directors and other staff to resolve a variety of budgetary problems such as expenditure issues and indirect cost recovery. Provide instruction and answer questions relating to budget procedures; serve as a liaison between the fiscal office and programs with respect to grant applications, financial performance, budgetary variances, etc. Monitor and approve expenditures throughout the budgetary period. * Analyze complex financial data to develop a variety of internal and external reports. Extract and define relevant information; interpret data to determine past financial performance and/or project probabilities; compose narrative and financial reports as needed to support funder requirements, audit processes, budget monitoring, financial statements, and other accounting functions. * Hire, train, and supervise unit staff. Evaluate and manage performance; address performance issues and conduct disciplinary actions in accordance with labor management contracts and in consultation with Human Resources. Responsible for providing professional development and growth opportunities for finance staff. * Supervises and assist as needed the Chief Accountant in maintaining and reconciling journals, ledgers, and other records; prepares the periodic financial statements and reports as required by SUNY and the state as well as those requested by the Executive Vice President of Administration and Finance. * Serves as the liaison for the College in coordinating external audits of the college by county, state, and independent auditors, works with the Chief Accountant and the EVPAF in preparing college response to audit recommendations. * Reviews the college s general ledger accounts and adjusts as necessar in preparation for the college s annual audit, including preparing a trial balance, schedules, the draft financial statements including notes thereof, and all other analysis, schedules, reports, and other required duties for the audit, all done so timely. * Confer with the Executive Director and other staff members to discuss issues, coordinate activities and resolve problems. Model and encourage direct professional communication among staff members; facilitate the development of a positive staff support network. * Other related duties as assigned. Skills KNOWLEDGE , SKILLS , AND ABILITIES * Comprehensive hands-on knowledge of general accounting, budgeting, financial and cash management, grants compliance, and non-profit/ governmental financial reporting as defined in generally accepted accounting practices ( GAAP ) and guided by Government Accounting Standards Board ( GASB ). * Higher education or non-profit finance/operations experience (preferably in the SUNY system) using BANNER , Colleague, Workday or similar complex financial management system. We are currently using Workday Finance. * Strong financial analysis skills. This includes assessments of general ledger accounts, system transactions, budgets, and monthly financial position, as well as the capacity to create reasonable financial forecasts based on current and anticipated environmental trends and conditions. * Strong communication skills and the ability to communicate effectively with all levels of the institution, including the ability to report financial information clearly and concisely to management and auditors. * Demonstrated emotional intelligence and effective leadership experience, particularly in an environment undergoing extensive change in business processes and industry expectations. Patience, compassion, agility, integrity, fortitude, transparency, and consistency are traits that should be present in the successful candidate. * Candidates must be able to demonstrate awareness and sensitivity towards promoting an inclusive and diverse learning environment. Minimum_Qualifications Graduation from a regionally accredited, registered four (4) year college or university with a Master s degree in Accounting; or Business Administration including a minimum of twenty-four (24) semester credit hours in Accounting. Seven to ten (7-10) years of experience in a professional accounting position. Three (3) years of management level supervisory experience. CPA or CMA preferred.
