Job Description:
Performs engineering design evaluations and works to complete
projects within budget and scheduling restraints. Reviews industry
policies and procedures to ensure data accuracy, security, and
regulatory compliance. Reviews reports of production, malfunction,
and maintenance to determine or address problems. Provides
technical support for the engineering process. Collaborates with
other engineering departments and coordinates their specialized
contributions to the development of the project. May provide a
leadership role for the work group through knowledge in
specialization. Works on advanced, complex technical projects or
business issues requiring state of the art technical or industry
knowledge.Scope & ResponsibilitiesDesigns, implements, and
communicates, an operational plan for completing the
project.Monitors progress and performance against the project
plan.Takes action to ensure that projects conform to schedule and
budget requirements. Identifies, develops, and gathers resources
necessary to complete the project.Prepares engineering designs and
work specifications.Develops project schedules, budgets, and
forecasts.Selects materials, equipment, project staff, and external
contractors.Responsibilities also include estimating costs,
estimating personnel and material needs, preparing proposals, and
establishing completion dates.May also assist in inspecting aging
infrastructure or overseeing improvement projects.Estimates costs
for engineering projects based on an analysis of project technical
requirements.Collects and analyzes all project costs, including raw
materials, labor, equipment, and tooling to ensure estimates are
accurate.Identifies and quantifies potential cost uncertainties to
ensure costing models capture the full range of potential costs.
Updates costs as necessary based on new information and project
scope changes.Requires interface with project management,
engineering, and procurement departments. Plays an active role in
fabrication, operation, application, installation, of project
deliverables. Performs other job-related duties as assigned by
Supervisor/Management. Education & QualificationsBASIC REQUIREMENT:
Bachelor's degree in engineering; Project Management Professional
certification plus 10 years' experience ALTERNATIVE REQUIREMENT:
Technical degree with large project experience including estimating
and scheduling and cost control coupled with direct refinery /
chemical plant project experience. COVID-19 vaccine is required for

procurement (RFQ creation and bid - technical evaluations), basic
understanding of construction processes (civil, structural, and
electrical), project risk analysis (lead and manage), working
knowledge of project economic analysis evaluations, project scope
development, project change-order management.Scope design review,
Project engineering, Resource planning, Contractor management,
Project scheduling-software, Basic engineering analysis,
Engineering Management, Quality Assurance, Project deliverable(s)
analysis, and application of engineering standards.Successful
completion of all company mandated &/or job-related training
