The Arc Erie County New York is searching for a dynamic and experienced leader to join their organization in the role of Chief Operating Officer (COO). The COO is accountable to and reports to the CEO. Specifically, s/he will be responsible for the overall operation of direct service departments; Quality Assurance, Facilities, Education Programs and Clinical Services. The COO attends all Board of Director meetings and develops an advisory and working relationship with the Chief Financial Officer, Chief Human Resources Officer and Compliance Officer. All Program Directors report directly to this position, including The Director of Adult/Employment Services, Director of Residential Programs, Director of Habitation and Community Support Services, Education Program Principals, Director of Clinical Services, Facility Manager and Administrative Serves. This position also oversees agency support to the self-advocacy program. Overall, the COO has ultimate responsibility for the quality, quantity and continuity of services to the people supported by The Arc Erie County. Of course, this position will be a member of the senior leadership team and is expected to participate in all senior leadership activities. The ideal candidate for this position has previous non-profit senior operations experience and a proven track record for effective team management and results-driven leadership. Previous healthcare related experience with an emphasis on human services and managed care is desirable. Responsibilities Assures that Agency Mission and Values are promoted and communicated to all staff. Advises the Chief Executive Officer of new programming initiatives; when something is awry, this position acts urgently to initiate remedial actions, with the CEO and other senior leaders being informed along the way. Assures maintenance, oversight and development of appropriate policies and procedures consistent with State, Federal and local regulations that affect the Arc Erie County 's business model. Works closely with providers, as necessary. Participates in the annual budget development and implementation in conjunction with Fiscal Services and Department Directors including measurable management contribution initiatives. Monitor capital expenditures, recommends major purchases as needed by various agency departments; checks with the CFO and the CEO on all major purchase requisitions. Assures overall property safety and compliance with all Federal, State and local safety codes. Oversee all the agency properties to ensure they are in good repair and kept to the highest municipal and regulatory standards; acts quickly and judiciously to recommend replacements or repairs of major mechanical, electrical and structural components of properties when needed. Represents the Chief Executive Officer in community, trade association, NYSARC, Inc. and other related functions as assigned. Works directly with senior Federal, State and local regulatory personnel. Works directly with parents, parent groups and consumers to assure quality of services; keeps the Chief Executive Officer abreast of all this activity, particularly when there is an immediate concern that needs to be addressed. Develops with Compliance and other senior management staff, methods of operational evaluations, program reviews and financial audits. Uses metrics and other data as much as possible to make thoughtful decisions. Works directly with the Chief Human Resources Officer in developing standards for program staff evaluation, compensation, strategic and organizational development, employment, training and if necessary, discipline and termination. Provides back-up coverage when needed for the Chief Executive Officer and other senior management staff. Reviews with the Chief Executive Officer measurable performance standards of department directors and the programs that they oversee; when improvement is needed, makes necessary arrangements to provide the resources to address the issue(s). Recommends hiring, promotions, discipline, or performance improvement planning for senior level personnel. Evaluates Senior Department Directors on an annual (or more frequently if needed) basis. In other words, no one should be surprised about getting a constructive review, if one is called for. Assures that internal reports are provided to and reviewed with the Chief Executive Officer in a timely fashion; recommendations on actions should be prepared before the information is given to the CEO. Coordinates various program submissions to ensure they are completed in a timely fashion and properly sent and filed with appropriate agency personnel. On call as needed for various activities that come up from time to time. QUALIFICATIONS AND EDUCATION REQUIREMENTS Minimum Bachelor 's degree; Master 's degree in Administration, Human Services, Social Work, Special Education or a closely related field a plus. Minimum of ten years of full-time paid experience in one or more programs directly related to (or very closely related to) persons with disabilities and senior level experience in oversight of other administrative personnel. Thorough knowledge of the principals and practices of person-centered service delivery to the developmentally disabled. Working knowledge of Federal, State, and local regulations relating to the operations of services to the developmentally disabled population. Appropriate practical and educational skills in financial and programming practices. Thorough knowledge of supervisory practices of senior and mid-level staff. Ability to understand complex organizational, funding and regulatory systems. Strong interpersonal, writing, and verbal skills. OTHER SKILLS REQUIRED Lead, manage and operate a multi-million-dollar organization, preferably with volunteer membership and an elected Board; specifically including business planning, budgeting, revenues and expenses, and prioritizing the use of revenues and expenses. Delegate multiple and complex tasks to staff and supervise the timely and successful completion of such tasks. Recruit, hire, evaluate, mentor and retain a high-performance team. Manage low performing staff swiftly and professionally. Understand the latest trends, policies, and procedures in Managed Care. Knowledge of the legislative process and the issues involved in representing a statewide advocacy organization and its mission. Ability to work with a Board of Directors within the boundaries of the governance and management relationship and respect those boundaries. Work with stakeholders in the organization 's mission and plans, specifically including self-advocates and families, chapters, disability advocate organizations and community groups. Understand non-profit law and rules, including IRS rules for non-profits. Understand business and charitable donation development, including fundraising methods and sources, and accountability to grant-makers and donors under contracts or conditions in grants and donations. Well-honed listening, writing and oral communications skills for public speaking, negotiations, consensus building, networking, etc. CHARACTERISTICS/TRAITS Politically and business savvy to effectively connect and influence the appropriate people and groups relevant to the success of the organization.
