Overview:This position provides substantive support to the development, documentation, completion, and submission of the M&T Bank Resolution Plan (RP), aka the Living Will, to the Federal Deposit Insurance Corporation (FDIC), and Federal Reserve Bank (FRB) as required. Efforts support the information requirements and range of alternative actions during a "failure"-- - scenario of a large financial institution. Content includes the identification and assessment of diverse response actions that may be considered and initiated during a regulatory agency receivership scenario in the event of a failure of M&T Bank, M&T Bank Corporation and related subsidiaries. Residing within the Risk Management Division, these efforts ensure compliance with appropriate supervisory requirements primarily reflected in the FDIC Insured Depository Institution (IDI) Rule and Section 165(d) of the Dodd Frank Act (DFA). Responsibilities principally reflect the development, documentation and vetting of a comprehensive "playbook"-- - to inform the regulatory receivership process. This includes the impact of critical operational, liquidity, funding, personnel, systems, legal and financial considerations. Requires thorough data documentation, interpretation, and validation. Collaborate with broad enterprise line-of-business Resolution Working Group resources, multiple information contributors and internal audit for independent assessment.In addition, this role helps to ensure Resolution Planning is embedded and integrated in M&T Bank's business-as-usual processes and structures. Demonstrate working knowledge of key resolution regulatory requirements and concepts. Support the internal sustainability and repeatability of resolution processes and results. Communicate in a professional, clear and concise manner. Primary Responsibilities:Complete various sections of the Resolution Plan in a professional, thorough, accurate and timely manner to support credible resolution protocols.Support the repeatability and sustainability of Resolution Plan processes and policies.Assist in the development and preparation of various communications to senior management regarding key elements, assumptions, outcomes and regulatory requirements.Refine and maintain annual Resolution Plan project calendar.Support the preparation of information updates and responses to regulator (FDIC and FRB) inquiries concerning Resolution Plan information.Ability to actively manage large volume MS Word documents.Adhere to all recurring interim deliverables and timeframes.Interact effectively and professionally with internal and external information contributors.Validate and challenge information inputs to ensure appropriate data accuracy and context.Participate in discussions with industry associations (ABA, BPI, etc.), peer banks counterparts and other subject-matter experts.Manage sub-projects which support resolution activities and identified initiatives.Serve as the administrator of meeting minutes for various governance structures.Collaborate effectively with broad enterprise Resolution Plan information contributors.Adhere to applicable regulatory/compliance/operational risk standards and policies.Promote an environment that supports diversity and reflects the M&T Bank brand.Complete other related ad hoc duties as assigned in a timely and thorough manner. Scope of Responsibilities:The FDIC IDI Rule and FRB DFA require large financial institutions such as M&T Bank to submit Board-approved Recovery & Resolution Plans (aka Living Wills) to U.S. regulators on a recurring basis and upon the occurrence of material organizational changes. Resolution Plans need to demonstrate credible and quantified resolution assumptions, actions, tactics and alternatives in the event the FDIC assumes control of the organization in an insolvency scenario. Issues include severe liquidity pressures and dramatic stress in capital levels as a result of a severe crisis event(s). These plans are a strategic priority for the firm as failure to produce comprehensive, credible plans could lead to severe sanctions such as more stringent capital, leverage or liquidity requirements, and ultimately, to possible firm-wide structural/organizational changes such as forced divestitures and/or inability to proceed with acquisitions.The Resolution Planning Office (RPO) interacts regularly with various levels of senior and executive management, including the Risk Committee to the Board of Directors, the Board of Directors, Management Risk Committee (MRC) and with senior regulatory officials in multiple agencies (i.e. FDIC and FRB). The role involves working with management representatives from among all major business lines and support functions. Education and Experience Required:Bachelor's degree in Accounting, Finance, Law or related discipline.Minimum of five years of relevant work experience.Demonstrated ability to coordinate and manage professional and effective meetings among bank regulators and M&T line of business personnel.-- -Ability to effectively and efficiently understand existing and new bank industry regulations.Demonstrated proficiency to communicate in a clear and concise professional manner (written and verbal), including translation of data into customer-appropriate information and insights.Strong organization and administrative skills.Detail oriented.Proficiency with MS Office, especially PowerPoint, Excel and Word.Proven analytical skills.Proven skills to discern relevancy of new regulations to M&T and align with business line(s).-- -Ability to work independently while also demonstrating collaboration among stakeholders.Ability to apply critical thinking skills and challenge status quo. Education and Experience Preferred:MBA or advanced degree preferred.CPA or CFA preferred.Eight years minimum relevant work experience (in lieu of an advanced degree).Proven knowledge of M&T Bank business unit structure (operating and legal), associated products. and services, and internal personnel network.Project management and advanced presentation skills preferred.LocationBuffalo, New York, United States of America
